President Barack Obama on Tuesday defended subsidies offered to Americans enrolled in health plans sold on government-run exchanges, saying the subsidies are needed for a program that is still in its infancy.

“There are some people who, because of the neediest among us, are benefiting from this,” Obama said at a hearing of the House Ways and Means Committee. “And that’s what’s going to help people have a better product and save money and get care at the same time.”

Obama’s remarks came as Republicans continue to question whether subsidies are appropriate for such an unproven insurance marketplace. They have questioned whether insurance being sold through state exchanges will be sufficient.

On Tuesday, Rep. Phil Roe of Tennessee, the ranking Republican on the House committee, said he was concerned about the exchanges and their ability to provide adequate coverage for low-income Americans.

“We’re gonna find out in 2014” whether a program that is being subsidized can truly provide lower costs and broader coverage, Roe said. “Our concern is they’re not giving us the information yet.”

The president, however, said the federal government should continue to subsidize Americans who want to buy insurance on the exchanges. He said the subsidies — which are being paid for by a tax on the affluent — are necessary because the exchanges have thus far been only used by a small fraction of the population. And many Americans who get health insurance through their employer want to keep their coverage, he said.

A recent analysis by the Congressional Budget Office projected that the exchanges will result in about 8 million additional enrollees. In addition, CBO projects that the tax on high-income Americans would generate about $630 billion in revenue through 2014.
