The new features range from reorganizing filters to using blending shortcuts while protecting an area in the Outliner. Also, I find it very convenient that you can merge/embed an adjustment layer into a composition. Finally there is another neat tool in the Vibrance tool – a “vignette” (shades in) that helps make scanned images look more natural.

The bottom line is that there is no single best Adobe Photoshop for beginners – it all depends on your individual needs and skill level. However, all of the options mentioned above are great choices for those just starting out with this powerful software.
